Foreign Service Bidding Application

BE provided system architecture design and modernization for the Department of State, Bureau of Human Resources’ Foreign Service Bidding Application (FSBid), to improve the functionality of the system and enhance the overall user experience.



The Department of State, Bureau of Human Resources, Executive Office (HR/EX) uses the Foreign Service Bidding Application (FSBid) to match the best available, interested, and qualified Foreign Service employees to the highest priority open Foreign Service vacancies. The first generation version of FSBid was outdated and difficult to use, and it was not able to address the full range of complex business rules.


BE designed and delivered an updated system for FSBid based on a more flexible and modern system architecture. Not only is the new system more user-friendly and flexible, but new features have also been added to enhance the user experience—most notably an algorithm to predict and search for position openings several years into the future. BE used a phased development approach in which functions and features were upgraded to the new architecture individually while the legacy system was gradually phased out.
